PDs get serious about thefts committed by cops, when the victim of the theft is the PD itself.
Otherwise, they're more interested in covering it up than in prosecuting it.
I know of a PD that steals guns from prohibited users, and the guns go into officer's private collections.
You just can't get someone caught with drugs to make a complaint to ATF about their gun being stolen and not cataloged.
